With reference to my predecessor's Circular Despatch of 11th
November, 1881, I hare the honour to transmit, for the information of
your Government, copies of a Circular issued by the Board of Trude to
Officers in British Possessions abroad, on the subject of the extension by
Order in Council of the provisions of Section 8 of the Merchant Shipping
(Colonial) Act, 1869, to certificates of competency granted to Masters,
Mates, and Engineers, by the Governor of Himg-Kong,
